Rule Number 1: Don't be a moron. No, this isn't really the first official rule of the road, but it should be the first that comes to mind when making any decision. Don't steer into a dock, don't aim for a ship, don't run over buoys. Like they say, "If the draft of the ship exceeds the depth of the water, you most assuredly are aground."

So Freddy's a little busy right now, but gcaptain has the rules laid out for you, though they're straight Coastie text so it's the rules and that's it. Freddy will work on interpreting and explaining the rules when he gets a chance, but for now, the straight up Rules of the Road can be found here.
